Proposals cannot be created and executed on the Optimism network, I am sure the call permissions and call parameters are correct.
Please help to solve it, thank you.

Thanks for reporting this issue. We're currently investigating a similar issue on Optimism-Goerli here.

Will keep you posted as soon as we have an update.
Meanwhile, I'd suggest you use the Gnosis Safe UI to execute your proposal.
