I've read the documentation and lots of code examples are available for both projects. Is one of them the most preferred by OpenZeppelin?

I think it depends on you, maybe you can use both tools to have a try, and then decide which one you like better.
I have used both. I found hardhard faster and less complicated then Truffle.
