Unable to create team API keys

Hello I am trying to create team API keys from within defender everytime i get this message

Error: Too many API Keys defined for this account. Limit is 10000

i have not created any keys before, it looks like you probably have hit the AWS limit on your KMS quota

currently any new user cant use your services you provide
