I am sorry you are having this issue. I believe we only saw this previously with the OpenZeppelin CLI. Please note: we’ve decided it’s best to focus our upgradeability efforts on the Upgrades Plugins exclusively, and have halted development on the OpenZeppelin CLI. (see: Building for interoperability: why we’re focusing on Upgrades Plugins)

Are you using Truffle or Hardhat or is this occurring only with solcjs?

Can you advise your node and npm version?
Can you share a simple example contract and setup that can be used to reproduce the problem?

I managed to resolve this but can’t remember what the resolution was so this can be closed.
