So, is starter kits still under maintenance (Doubling down on security)? If not, what else pack could be “unpacked”?

The OpenZeppelin CLI can still unpack the starter kits.

The OpenZeppelin Starter Kits are deprecated. We are no longer actively developing new features nor addressing issues. Reach out if you are interested in taking over maintenance. We suggest looking into create-eth-app for a popular alternative to this project.
