A % of token buys goes to contract addres

Good evening ,

As the title says when someone buy the token 7.5% of the token that had been bought goes to contract adress , and as i now it cant be recoverd or it can ? I`m new to this still learning.
I have the rescueToken / transfer / transferFrom - function it can help ? can i transfer from creator adress ?

Solidity does not support float. it will convert to int type.

how to get it back from contract? i have similar issue
