Need a Solidity Dev for an easy contract (PAID)

I’m looking for Solidity Dev who can write a smart contract with the following functions:-

  1. sends tokens to an address list
  2. the tokens aren’t transferable and can only be burned
  3. the deployer can burn tokens in others address
  4. the deployer can mint tokens to send addresses

There needs to be 2 type through administrator and another with deployer.
