Why do i need to link it to a 'project.json' sometime and sometime not in the testing

I used ‘Contracts.getFromLocal’ to init a contract and call in the testing, i need to add it to then ‘project.json’ sometime and sometime not

I assume you are talking about testing with OpenZeppelin SDK?
