I think this is a common error when you use a plugin in the Remix to flatten your contracts, just reorder all the contracts, you can have a look at this tutorial: Common errors when verify contracts with Remxi

I think Contracts Wizard is more for beginner to have a test, so if you want to deploy your contracts and verify it, I really recommend you to use some tools such as Truffle or Hardhat, they can help you deploy your contracts and verify them quickly.

And for your case, just reorders the contracts, for example, if your flatten contract is:

just make them to:

contract C is B{}
