Does ERC-6672 only has interface?

Why doesn't the newly passed standard ERC-6672 have implementations for each function?

The implementation of ERC proposals is not essential . Taking ERC-6672 as an example, follow the interface of this standard is sufficient, and implementations can be adjusted according to the specific requirements of each project.
