Crowdsales are in OpenZeppelin Contracts 2.x and use Solidity 0.5. You can use the example Simple ERC20 Crowdsale

If you want to create an ERC20 token with OpenZeppelin Contracts 4.x then I suggest using Contracts Wizard https://zpl.in/wizard
